Researcher adopted form from University of Reading and Edited to reflect SPIDER Framework
Abstract
This protocol is outlined for a Systematic Literature Review (SLR) for the topic “Systematic Literature Review on Parliamentarians Performance Measurement. The research question developed from the Systematic Review topic is: “what are the gaps in Parliamentarian Performance Measurement?”

It is the view of the Researcher, through this systematic literature review, to ascertain how widely researched the topic of measuring parliamentarians performance has spanned, the gaps in the literature reviewed and to use the reviewed literature as the guide for future research on Parliamentarian Performance measurement in a specified geographic location.

Guidelines
Review question

Full review question
Provide the full review question in sentence format, and then break up the question according to the SPIDER framework (or other frameworks as appropriate).

This paper provides a Systematic Literature Review (SLR) for the topic Parliamentarians Performance Measurement with a view to ascertain how widely researched the topic spans, the gaps in the literature reviewed and to use the reviewed literature as part of the wider research topic.

| S - Sample | The group of people the researcher is studying are parliamentarians. |
| PI – Phenomenon of interest | The topic of this research is “Systematic Literature Review on Parliamentarians Performance Measurement”. |
| D - Design | Review what exist in countries and use that information to check whether Sri Lankan Parliament could benefit from these previous research. |
| E - Evaluation | Set the foundation to guide the research thesis proposal for papers to be published as part of fulfilling the requirements the PhD by Publication. |
| R – Research Type | Qualitative: The research type will be qualitative. |

Search strategy

Databases
Key databases to be targeted for this research are:
- Google Scholar
- Emerald Insight
- CORE

Search terms
- People Performance Measurement Tools
- People Performance Assessment Gaps
- People Performance Assessment Methods
- Parliamentarians
- Systematic Literature Review
- People Performance Measurement Framework

Identifying other useful sources
The Researcher plans to use these other useful sources:
- Search citations found in researched literature being reviewed.
- Do forward backward search to eliminate irrelevant articles.

Eligibility criteria

Give more detail about your SPIDER (or other framework) concepts by explicitly stating what would and would not meet inclusion.

| SPIDER | Inclusion Criteria | Exclusion Criteria |
|--------|-------------------|-------------------|
| Sample | • Parliamentarians, • Research with time span of 2015-2025 • Published research paper in Peer reviewed Journals. • Language: Papers in English • Using Search Term "Peer" AND "Review" AND "Journals" AND “Parliamentarians” AND People” AND “Performance” AND “Measurement” AND "2015" TO "2025" | • Exclusion of Books, newspaper articles • Reports • Papers non-English papers • Old data before 2025 |
| Phenomenon of Interest | • The topic of this research is Systematic Literature Review on Parliamentarians Performance Measurement. • Keywords that relates to the topic | • Keywords that does not relate to Topic. |
| Design | • Papers screened by Titles • Read and Summarize Abstract, • Full paper reviews of selected papers that match research question. • Remove duplicates Irrelevant papers • Search papers in English. | • Paper not in English • Irrelevant Papers • Papers that are not peer reviewed |
| Evaluation | Full papers after selection. Qualitative papers | • Irrelevant papers • Duplicates • Quantitative papers |
| Research Type | Qualitative Peer reviewed papers | • Exclude Quantitative research Papers |
Troubleshooting
Objective
Synthesize previous literature material in the field of performance measurement of parliamentarians to identify gaps and determine the way forward for future and wider research population of the Sri Lankan parliament.
Review Parliamentarians Performance measurement tools.
Review Parliamentarians’ performance assessment methods.
Identify Parliamentarians’ performance assessment gaps.
Review Parliamentarians performance frameworks.
Search strategy
Identify and list the key bibliographic databases to be searched for the systematic literature review. The targeted databases for this research are:
- Google Scholar
- Emerald Insight
- CORE
Determine and list the key search terms to be used in the literature search. The search terms include:
- People Performance Measurement Tools
- People Performance Assessment Gaps
- People Performance Assessment Methods
- Parliamentarians
- Systematic Literature Review
- People Performance Measurement Framework
Identify other useful sources by:
- Searching citations found in researched literature being reviewed.
- Doing forward and backward searches to eliminate irrelevant articles.
Eligibility criteria
Provide more detail about your SPIDER (or other framework) concepts by explicitly stating what would and would not meet inclusion. For more information about this and other frameworks see libguides.reading.ac.uk/systematic-review/protocol
Additional limits
Outline any other limits you impose e.g. language, publication type, study design (e.g. randomised controlled trials)?

Other limits imposed are:
- Language
- Country
- Author's comments
Study quality assessment
Describe the criteria used to assess methodological quality and how quality assessment will be performed. The methodology will be imputed in PRISMA flow chart to show the number of papers searched, screened, duplicates and irrelevant paper removal and selection of full papers for review.
Data extraction & synthesis
After search is conducted, refine the result to narrow down the number of articles.
Download the data into Zotero using the DOI with the following column headings:
- Author and Year of Article publication
- Title
- Country
- Language
- Journal Name, Methodology of the article
- Gap
- Findings
- Problem
- URL
- Author Comments that will form part of the synthesis.
Screen the data for irrelevant articles and duplicates, then remove them.
Use selected papers when drafting the SLR for citation purposes.
Export the list of finalized journals from Zotero as a RIS file.
Upload the RIS file to the VOs viewer software to check the keywords and to show a graphical view or map of how well researched the topic is, which will be shown as lines and clusters on the mapping.
Provide a synthesis of the selected full papers’ reviewed findings/results, discussion, and conclusion.

This RIS file will be uploaded to the VOs viewer software to check the key words and also to show a graphical view or map of how well researched the topic is which will be shown as lines and clusters on the mapping.

The Author will then provide a synthesis of the selected full paper selected and reviewed findings/results, discussion and conclusion.
